Dos programadores italianos se juntaron en 2001 y crearon una herramienta que permitía robar contraseñas, escuchar conversaciones privadas y manipular un ordenador de forma remota. Debido a su éxito, la policía de Milán les contactó para trabajar juntos. Crecieron y en 2007 decidieron crear Hacking team, una empresa que se dedica a ayudar a los gobiernos a espiar a sus ciudadanos.
Reporteros sin fronteras (surveillance.rsf.org) considera a Hacking Team uno de los enemigos de internet por la venta de sus productos a países con dictaduras permitiendo así el hackeo de emails, archivos y llamadas.
